Since the end of the 1990s, China has managed and eliminated disposable foam tableware nationwide, and classified it as a phase-out item in the Industrial Structure Adjustment Guidance Catalogue (2005). The "Industrial Structure Adjustment Guidance Catalogue (2011)", which was implemented on June 1, 2011, has not been adjusted, but the reporter recently received it at the National Development and Reform Commission's Industrial Structure Adjustment Guidance Catalogue News Meeting held in Beijing. A policy interpretation of the light industry part of the 2011 edition of the catalogue reads: Disposable foamed tableware will be removed from the elimination category.
The questioning of disposable foaming tableware stems from two major problems: quality and safety and environmental protection.

The party who advocates the deletion of the item from the elimination category believes that the disposable foaming tableware is non-toxic and harmless, can be recycled and remanufactured by other products, saves oil resources, and has low production cost, and is used by developed countries such as Europe, America and Japan; The party that keeps the item in the category of the elimination category believes that the disposable foaming tableware will separate toxic substances under high temperature conditions and is harmful to the human body. The recycling mechanism in China is not yet sound, and it is easy to cause “white pollution” and some illegal. Production enterprises use recycled materials to produce finished products, which will cause hidden dangers in product quality and safety.
In response to the most concerned toxicity problems, the National Development and Reform Commission has commissioned the Food Safety Institute of the Chinese Center for Disease Control and Prevention to conduct toxicity tests on disposable foaming tableware according to relevant national standards. The experimental results show that the disposable foam tableware can meet the requirements of the National Standard for Polystyrene Resin for Food Packaging.
"At present, the 'three-cent project' implemented by Shanghai, that is, each meal box charges 3 cents to the manufacturer for subsidy recycling, pollution control, etc., and has properly solved the environmental protection problem of disposable foam tableware. Experience is worth promoting." Ma Zhanfeng said.
According to reports, the specific alof 3 cents is: 1 point 5% to pick up the lunch box, 5 cents to subsidize transportation costs, 5 cents to return to the establishment of four recycling centers, 5 cents to subsidize the disposal factory. The recycling is coordinated by the Shanghai Waste Management Office and sent to the factory for processing. Can this promote the lifting of disposable foam tableware?
Based on the principle of scientific and reasonable decision-making, the National Development and Reform Commission has listened to the opinions and investigations of various parties concerned. In the interpretation of the light industry part of the 2011 edition, it shows the four basic views on disposable foaming tableware: First, there is no safety problem in accordance with the national standard [Sanitary Standard for Polystyrene Resin for Food Packaging (GB9692-1988), Hygienic Standard for Polystyrene Molding for Food Packaging (GB9689-1988). . Second, disposable foam tableware can be recycled and reused. Various other products can be prepared by using recycled raw materials to achieve recycling of waste and meet the direction of resource conservation. Third, disposable foam tableware is not allowed to be used except in mainland China. Many developed countries in the world such as Japan, the United States and the European Union are also currently producing and using, and developed countries are still developing new products for disposable foam tableware. Countries such as Japan and South Korea have clear legislation to recycle the product, and other countries and regions are mostly managed by the industry in a non-legislative recycling agreement. Fourth, with the improvement of social civilization and the changes in the application environment, the environment for the first use of disposable foam tableware has changed greatly. Therefore, it is necessary to adjust the disposable foam tableware from the elimination category to the permitted category, but Considering the ban of 10 years and the joint efforts of relevant departments, the treatment of tableware "white pollution" has received significant results, and China's management and production, sales, recycling, transit, transportation and disposal utilization of disposable foam tableware The mechanism has not yet been established. If it is removed from the obsolete category, it will bring a series of adverse social impacts, so it has not been adjusted accordingly in the 2011 edition.
In the interview, the reporter learned that according to the opinion of the National Development and Reform Commission, in order to achieve a smooth transition in the use of disposable foam tableware, to protect the environment and to enhance the rational use of resources, the entry conditions for the disposable foam plastic industry should be established as soon as possible. Develop mechanisms for recycling and related standards. After the above work is completed, it will be removed from the obsolete category directory.
